De PUR is per 1 juli 1990 bij wet ingesteld als ZBO. De huidige taken zijn sinds 1 januari 2011 geregeld in de Wet uitvoering wetten voor verzetsdeelnemers en oorlogsgetroffenen (Wuvo).

De PUR is verantwoordelijk voor de beleidsvorming rond zeven verschillende wetten voor verzetsdeelnemers, vervolgingsslachtoffers en burger- en militaire oorlogsgetroffenen. De raad beslist over nieuwe aanvragen en adviseert de Sociale Verzekeringsbank (SVB), die de uitvoering verzorgt. De PUR bestaat uit vijf door de Kroon benoemde leden en heeft geen eigen personeel.
