1995
Het Participatiefonds voor het Onderwijs werd in 1995 ingesteld en financiert de werkloosheidsuitkeringen van onderwijspersoneel in het primair onderwijs. Het ZBO voert samen met het Vervangingsfonds het re-integratiebeleid voor PO-werknemers uit.

Het Vervangingsfonds en Participatiefonds (Vf/Pf) zijn de ZBO's die de werkloosheidslasten en vervangingsuitgaven in het primair onderwijs collectief financieren. Alle PO-schoolbesturen zijn aangesloten en betalen premies. Sinds de modernisering in 2022 is de rol van het Participatiefonds verschoven naar re-integratieondersteuning en versterking van werkzekerheid in het onderwijs.
